To promote city collaboration and experience-sharing, Deputy Commissioner Chung Yung-hsin of Taichung City Government Construction Bureau led a delegation from his agency on a visit to Taipei City to study Taipei’s achievements in sustainable community and environment development on August 17.

The delegation traveled to sites including the Yongchunpi Wetland Park, Songrong Park, Youth Park, and Tianmu Park. Among these facilities, the Songrong Park is an outstanding result of collaboration between the city government and local community members. The project won a number of acclaims, including both the 2022 Taiwan Real Estate Excellence Awards and the IFKAAAPME Awards 2022 (Social and Community Health category).

During the initial planning phase, the project team held six public information sessions and invited borough chiefs, community members, local organizations, and experts. By listening to local opinions and tapping upon the power of community participation and interaction, the city government seeks to consolidate the park’s position in the context of the urban environment. In addition to preserving the greens for the community, the design also incorporated the local landscape that contrasts with mountain ranges in the surrounding such as Jiantan Mountain, Datun Mountain, and Qixing Mountain. The shape of the walkway inside the park also correlates with the branch stream of Liugonjun Canal.

Parks and Street Lights Office (PSLO) Director Huang Shu-ru pointed out that the design of the entire Songrong Park highlights the concept of barrier-free access for disabled visitors. The park prizes itself for the 89% green cover ratio, through which the facility preserves a comfortable outdoor environment for the neighborhood.

The park has a stormwater detention storage capacity reaching 795 cubic meters. Furthermore, there is also an underground rainwater catchment area beneath the park spanning 145 cubic meters, which can harvest the water and recycle it for cleaning, watering plants, and other purposes.

The design team of the project remarked that that the site was originally a military-dependence village. After the village was dismantled in 2010, it was temporarily used as an urban farmland, but was later incorporated into the Songshan Barracks Overhaul Project and transformed into a park by the PSLO.
